SEPTEMBER 9, 2026 – The United States Military Academy (USMA) at West Point and the U.S. Army Corps of Engineers (USACE) share a foundational, historical, and ongoing operational relationship rooted in the birth of American military engineering.
USACE manages major military construction, renovations, and modernization programs on the West Point grounds, such as upgrading historic cadet barracks and academic facilities.
The USMA 2035 Modernization Plan is a 15-year effort to modernize the academic infrastructure including the renovation of seven dated facilities on campus and one major military construction project. The modernization plan also included the Cadet Barracks Upgrade Program (CBUP). The CBUP is a 10-year effort to completely renovate and modernize all cadet barracks, including the construction of Davis Barracks in 2017.
Currently, New England District is managing the 15-year effort to modernize academic infrastructure at the historic campus. As the brick-and-mortar renovations and construction projects are continuing the U.S. Army Engineering and Support Center, Huntsville (Huntsville Center) is filling the spaces with furniture.
Huntsville Center’s furniture program is driven by standardization partnerships with the General Services Administration, and significant cost savings achieved through centralized bulk purchasing. In the early 2000s Huntsville Center was designated as the executing agency of the Centrally Managed Administrative Furniture Program to streamline procurement across installations.
A major ongoing modernization project is the 136,000 square foot Goethals Hall as it becomes the Academy’s Cyber and Engineering Academic Center (CEAC).
Tiffany Torres, Centralized Furnishings Program Project Manager is leading the furniture outfitting requirement for the CEAC.
She said as construction is ongoing at Goethals Hall, desks, chairs and office furniture are filling classrooms, offices and collaborative areas as fast as the construction crews can complete their work.
However, Torres explains the process to procure and contract for the installation of furniture isn’t like purchasing furniture from a retailer – manufacturing lead times need to be taken into consideration as these items are not ready-made off-the-shelf items sitting in a furniture warehouse.
Torres has been the project manager since 2024 and she said there has been a lot of thought put into ensuring the USMA gets exactly what they want; quality furnishings that enhance the overall instruction provided to Cadets in the cutting-edge classrooms and laboratories.
Along with Huntsville Center Interior Designers Stacey Sapp and Nancy Williamson, Torres said there were many discussions with West Point end users and stakeholders to ensure the activities in each space were thoroughly understood so that the product specifications could be tailored to provide a beneficial product that supports the rigorous instruction.
“Over a 12 month span, our team conducted comprehensive in-person and virtual design reviews to refine space layouts, balance end-user requirements, and adhere to program procurement regulations,” Torres said.
“Through close coordination with our contracting project development team (PDT) members and project stakeholders, we navigated complex procurement challenges to successfully award contracts in September 2025 and February 2026 totaling more than $3 million.”
Following contract award, the PDT and stakeholders held an onsite post-award kickoff meeting where end users collaborated directly with the vendor to finalize all furniture finishes and verify site conditions prior to manufacturing of the product. The phased on-site delivery and installation commenced in August 2026 and remains on schedule for full completion by October 2026.
“We (Huntsville Center Centralized Furnishings PDT) provided not only project management support but design and acquisition expertise that resulted in approximately 10% cost savings and successfully delivered an end product that will ensure Goethals Hall’s impact on USMA for years to come,” Torres said.
To oversee day-to-day furniture delivery and placement, Jason Mielke, New England District project manager, oversees the furniture installation at West Point and works with Huntsville Center to make sure everything stays on schedule and is installed correctly.
“If any issues come up, I work with them (Huntsville Center) to find solutions and keep the project moving,” Mielke said.
He said working with Huntsville Center makes his project manager’s work easier.
“Their (furniture) program is really robust and they (Huntsville Center) are the experts with navigating GSA rules when procuring furniture.”
After construction, CEAC will serve as a modern academic facility that will enable and inspire collaboration across engineering disciplines. The CEAC will house the engineering laboratory functions of the Departments of Civil & Mechanical Engineering, Electrical Engineering & Computer Science, and Systems Engineering together under one roof.
