JULY 24, 2026 – The Department of the Air Force recently signed a 10-year Intergovernmental Support Agreement with Arizona State University to help military installations strengthen energy resilience, improve utility monitoring and expand access to support for energy planning and preparedness.
The Army signed a similar agreement, both of which will create a pathway for Army and Air Force installations across the continental United States to request energy-related services, including metering, energy audits, data integration, resilience planning and workforce development. The effort supports readiness, infrastructure modernization and long-term resilience across military installations.
“The signing of this IGSA marks a historic milestone as we establish a first-of-its-kind, headquarters-level partnership with Arizona State University,” said Michael J. Borders Jr., assistant secretary of the Air Force for energy, installations and environment. “By tapping into ASU’s world-class academic expertise, we are expanding our capacity to tackle complex infrastructure challenges while driving down operational costs. This flexible framework empowers us to rapidly adapt to emerging requirements, maintaining the momentum needed to stay ahead in meeting the Secretary of War’s top priorities for infrastructure resilience and operational readiness.”
“National security requires energy and water surety,” said Nancy J. Balkus, deputy assistant secretary of the Air Force for infrastructure, energy and environment. “Every one of our installations is not just a base; it is a power projection platform to assure lethality whenever called upon. Without energy and water security, our missions cannot test, launch, sustain or succeed.”
IGSAs allow military installations to partner with eligible state and local government entities to obtain installation support services. These agreements can help installations meet mission requirements more efficiently while strengthening relationships with local partners and surrounding communities.
“Through this agreement, Arizona State University will provide the monitoring, analysis and technical support needed to help Army installation better understand and manage aging utility systems,” said David Dentino, deputy assistant secretary of the Army for installations, housing and partnerships. “This partnership is about improving readiness, increasing resilience, reducing costs and ensuring our installations have the reliable infrastructure needed to support the mission.”
