Space Force Unveils International Partnership Strategy

JULY 8, 2025 – The U.S. Space Force released its inaugural International Partnership Strategy July 8, outlining a comprehensive vision for deepening collaboration with allies and partners to ensure a secure, stable and sustainable space domain.

The strategy emphasizes the criticality of international cooperation in an increasingly complex and contested space environment. Recognizing that no single nation can manage the vastness of space alone, the Space Force is committed to fostering robust partnerships that leverage the combined strengths of like-minded nations.

“Spacepower is the ultimate team sport. Space is simply too complex, too vast and too risky for any single power to control,” said Chief of Space Operations Gen. Chance Saltzman. “Therefore, if the service is to achieve its mission to secure our nation’s interests in, from, and to space, then it absolutely must cultivate partnerships with partners upon whom it can depend on to share its pursuit of a stable, secure and sustainable domain.”

The strategy focuses on three enduring goals to maintain space superiority and deter conflict through strengthened alliances and partnerships:

  • Secure collective national interests in, from and to space by empowering allies and partners to be combat multipliers
  • Communicate to ensure interoperable data, capabilities and activities while maximizing information sharing across all classification levels
  • Integrate with allies and partners across the full spectrum of Force Design, Force Development and Force Employment

To achieve these goals, the Space Force has outlined three key lines of effort:

  • Create the conditions for allies and partners to be integrated into USSF Force Design
  • Integrate allies and partners into Force Development activities
  • Operate seamlessly as a coalition by maximizing opportunities for allies and partners to participate in Force Employment

This strategy builds upon the Commercial Space Strategy released in 2024, further demonstrating the Space Force’s dedication to building hybrid architectures that integrate government, commercial, allied and partner capabilities. This approach will be crucial for enhancing resilience and deterring potential adversaries.

To spearhead this effort, the Space Force appointed Air Marshal Paul Godfrey as the Assistant Chief of Space Operations for Future Concepts and Partnerships. His appointment underscores the significance of international cooperation in shaping the future of space security.

“We need integration across the full spectrum of activities, from research and development, through to operations, and we need to maximize information sharing,” Godfrey said. “We need to understand each other’s capabilities so that we can drive interoperability to enable coalition warfighting in this critical domain”

The Space Force is confident that this strategy will solidify its competitive advantage, promote responsible behavior in space, and ensure the peaceful and sustainable use of this critical domain for generations to come.

“It’s about harnessing the power of multiple nations,” Godfrey added. “The risk calculus for our potential adversaries increases when they see allies and partners building and operating integrated space architectures.”
