JULY 2, 2025 – Effective June 24, 2025, the U.S. Space Force implemented a pivotal new initiative aimed at strengthening its civilian workforce management — the Civilian Human Capital Evaluation and Accountability Program.
This program marks a significant step forward in aligning USSF’s civilian human capital efforts with the highest standards of federal service.
Developed to drive continuous improvement, the program leverages data to assess and enhance the effectiveness, efficiency and compliance of human capital programs across the force.
By anchoring its approach in merit system principles, federal laws and Department of Defense, Department of the Air Force and USSF policies, the initiative underscores USSF’s commitment to building a strong, transparent and accountable civilian workforce.
The Civilian Human Capital Evaluation and Accountability Program emphasizes key pillars:
- Data-Driven Decision-Making: Utilizing performance data to inform strategic human capital planning and operational improvements.
- Continuous Improvement: Promoting regular evaluation and refinement of work processes to ensure optimal outcomes.
- Regulatory Compliance: Ensuring alignment with applicable statutes and policies to support fairness and integrity in personnel management.
- Workforce Confidence: Enhancing credibility and trust in human capital systems through transparency and consistent practices.
Through this effort, the USSF aims to streamline operations, foster a positive civilian workforce experience and ultimately contribute to mission readiness by strengthening the foundation upon which civilian Guardians operate.
