New features for myPay users
myPay users now have the ability to establish Restricted Access PINs and alternate LOGIN IDs to access their myPay account. These additional options provide greater flexibility and added security to myPay accounts.
The Restricted Access PIN may be given to others along with the user’s Social Security Number to view pay or tax statements without allowing them to create any pay changes. Users may establish a restricted access PIN logging into myPay, clicking on the Personal Settings Page, and selecting the Restricted Access PIN option. Restricted Access PINs may be deleted at any time. The myPay account holder can reset the Restricted Access PIN and provide the new information to their designated representative.
myPay users may also create an alternate LOGIN ID by clicking on the Personal Settings Page, and selecting the Change LOGIN ID option. After establishing a new LOGIN ID, users will no longer be able to use their Social Security Number to access myPay unless they are using a Restricted Access PIN.
To obtain access to the myPay system, visit https://mypay.dfas.mil/mypay.aspx and click the New PIN button. The user will be asked to provide their Social Security number and a new random temporary PIN will be mailed or e-mailed (if available) to the user. If mailed, users should allow 10 to 14 working days to receive the temporary PIN.
Combat Related Injury Rehabilitation Pay (CIP)
Section 642 of the National Defense Authorization Act for FY2006 authorized the payment of Combat Related Injury Rehabilitation Pay (CIP).
CIP is a special pay for members hospitalized during rehabilitation from wounds, injuries, and/or illness incurred in a combat operation or combat zone after having been evacuated from theater as a result of those wounds, injuries or illness.
CIP is $430 per month minus Hostile Fire/Imminent Danger Pay (HF/IDP) paid to the member that month. The $430 is the sum of what members in Iraq and Afghanistan are receiving in TDY Incidental Expenses (IE) allowance ($105/month), Hazardous Duty Pay-Location (HDP/L) ($100/month), and the HF/IDP ($225/month).
CIP is payable each time a member is evacuated from the combat theater and hospitalized for treatment due to wounds, injuries or illness incurred while in a combat operation or in a combat zone.
How do other pays and allowances affect the payment of CIP?
HF/IDP continues for up to three additional months for members hospitalized for the treatment of an injury or wound incurred as a result of hostile fire in a combat zone or operation. While HF/IDP is payable during these months, CIP will be offset by the HF/IDP amount (i.e., $225). The CIP portion will therefore be $205.
CIP may be paid in addition to any other pay and allowance to which the member is entitled or authorized and will be paid at the full monthly rate for any month that member is eligible for the pay in the full amount. For instance, if a member is still hospitalized beyond the three months that HF/IDP is payable, the CIP payment will be the full $430.
CIP stops once Traumatic SGLI is paid by the Office of Servicemembers’ Group Life Insurance (OSGLI). Payment of CIP also stops when the member is no longer “hospitalized” (as defined in the March 23, 2006 OUSD memo), even if the member is sent home to continue rehabilitation.
Current Fiscal Year 2007 Legislative Proposals
The upcoming fiscal year 2007 proposed legislation for the National Defense Authorization Act (NDAA) includes an enhancement to the current Army Referral Bonus Program that will increase the amount of the bonus payable to $2,000.00 from the previous $1000.00. The increased bonus amount will be paid in two increments of $1,000.00. The first increment will be paid upon commencement of Basic Training by the person referred and the remaining $1,000.00 will be paid upon completion of Basic Training and Individual Advance Training by the person referred.
Proposed Legislation for FY 2007 also includes an additional Basic Allowance for Housing (BAH) or Overseas Housing Allowance (OHA) for reservists called to Active Duty in support of a contingency operation if they reside off-base and have to pay for their housing.
Also proposed for FY 2007 is the extension of the Temporary Continuation of Housing Allowance for dependents of deceased Active Duty members. The current policy will expire on September 30, 2006. As of the FY 2006 legislation, an increase to 365 days was approved for payment of housing allowance to a deceased member’s dependents. Prior to the FY06 NDAA, the number of days paid was a max of 180.
Additional proposals include extending Certain Bonuses and Special Pay authorities for Reserve Forces, Health Care Professionals and Nuclear Officers. The renaming of the Death Gratuity entitlement to “Fallen Hero Compensation” is also proposed in the NDAA 2007 legislation.
DFAS Collecting DTS Debts
On April 24, 2006, DFAS-Military Pay Operations (DFAS-MPO) implemented the Defense Travel System (DTS) travel pay debt collection process. Upon notification from DTS (encrypted for security) that due process was provided to the military member, DFAS-MPO will process the collection of the travel pay debts owed to the government. All member inquiries concerning these debts will be responded to by DTS personnel, who will also notify DFAS-MPO of any changes in debt amount, including cancellation of the debt. DTS travel pay debt notifications are processed by DFAS-MPO upon receipt. The total number of DTS debts processed by DFAS-MPO to date: 101.
