Enhancing National Capital Region Air Defense

JANUARY 23, 2026 – Beneath the seemingly ordinary flow of air traffic over the nation’s capital, a dense network of sensors, command systems, and decision-makers is continuously at work to detect and respond to potential airborne threats.

After seven years of collaboration and development, a new integration capability known as the Athena Counter-Unmanned Aircraft System (C-UAS) integration kit has reached initial operating capability (IOC). Assessed as IOC by the Continental U.S. North American Aerospace Defense Command Region – First Air Force (Air Forces Northern & Air Forces Space), or CONR-1AF (AFNORTH & AFSPACE), and the U.S. Army Combat Capabilities Development Command Aviation & Missile Center, this system strengthens the ability of U.S. forces to detect, identify, and respond to unmanned aerial threats in the National Capital Region (NCR).

This milestone marks a significant step forward in the defense of America’s airspace. The Athena system, directed for placement by the commander of North American Aerospace Defense Command and U.S. Northern Command (USNORTHCOM), is a government-owned and cyber-accredited capability. It provides a fused, actionable air picture to a variety of command-and-control user interfaces, enhancing the ability to detect and respond to potential threats in the NCR.

“The Athena system represents a pivotal advancement in our ability to safeguard the skies,” said Lt. Gen. M. Luke Ahmann, CONR-1AF (AFNORTH & AFSPACE) commander. “It amplifies our counter-UAS capabilities by providing a single, integrated air picture, enabling us to detect, track, and neutralize threats with greater speed and precision. This is a critical tool for homeland defense in the 21st century.”

Athena performs three critical functions for warfighters: system integration, sensor fusion, and identification or discrimination of UAS activity. The system integrates sensor data from multiple agencies’ C-UAS sensors into a single, weapons-quality track for any detected UAS activity. Its discrimination capability effectively fuses identification information to differentiate between UAS and other objects detected by the sensors. The common operating picture produced by Athena is forwarded to several key command-and-control systems.

“Athena fuses information from multiple sensors to produce a more precise track than any individual sensor can provide,” said Lt. Col. Nicholas Detloff, division chief, CONR-1AF(AFNORTH and AFSPACE) A8C Strategic Requirements. “As a government-owned system, Athena also provides a cost-effective means of evolving with emerging threats.”

CONR-1AF (AFNORTH & AFSPACE) is responsible for the air defense of the continental United States, U.S. Virgin Islands, and Puerto Rico. As the air component for USNORTHCOM and CONR, it provides airspace surveillance and control, ensuring the security of North America’s skies. The successful deployment of the Athena system is a testament to the ongoing commitment to innovation and collaboration in the defense of the homeland.
